随着“双碳”目标工作的持续推进,减污降碳协同增效的积极作用日益突显,乌海市是内蒙古自治区空气质量最差城市,面临着环境空气质量改善和温室气体减排的双重压力,实施大气污染物和温室气体协同减排尤为必要。为评估2018~2022年乌海市减污降碳协同效应,研究基于排放因子法核算大气污染物及温室气体排放量,使用协同控制效应坐标系分析、协同控制交叉弹性分析等方法对乌海市大气污染物和温室气体减排的协同效应进行分析。2018~2022年乌海市大气污染当量排放以工业和服务业占比最高,二氧化碳排放以工业占比最高,采用协同控制坐标系分析二氧化硫、颗粒物与二氧化碳的协同减排效应评价结果位于第四象限,氮氧化物与二氧化碳的协同减排效应评价结果位于第三象限,说明乌海市在2018~2022年有效的控制了二氧化硫和颗粒物的排放量,但没有对氮氧化物和二氧化碳起到控制作用,不具协同控制效应。 |

Analysis of the synergistic effect of reducing pollution and carbon emissions in the process of air pollution control in Wuhai City, a key industrial city in the western region, from 2018 to 2022 |

With the continuous promotion of the "dual carbon" goal, the positive role of synergistic reduction of pollution and carbon emissions is increasingly prominent. Wuhai City is the city with the worst air quality in Inner Mongolia Autonomous Region, facing the dual pressure of improving ambient air quality and reducing greenhouse gas emissions. It is particularly necessary to implement coordinated emission reduction of atmospheric pollutants and greenhouse gases. To evaluate the synergistic effect of pollution reduction and carbon reduction in Wuhai City from 2018 to 2022, the study calculated the emissions of atmospheric pollutants and greenhouse gases based on the emission factor method, and analyzed the synergistic effect of air pollutant and greenhouse gas emission reduction in Wuhai City using methods such as synergistic control effect coordinate system analysis and synergistic control cross elasticity analysis. From 2018 to 2022, the highest proportion of equivalent emissions of air pollution in Wuhai City was in the industrial and service sectors, and the highest proportion of carbon dioxide emissions was in the industrial sector. The evaluation results of the synergistic emission reduction effect of sulfur dioxide, particulate matter, and carbon dioxide using a coordinated control coordinate system were located in the fourth quadrant, and the evaluation results of the synergistic emission reduction effect of nitrogen oxides and carbon dioxide were located in the third quadrant, indicating that Wuhai City effectively controlled the emissions of sulfur dioxide and particulate matter from 2018 to 2022, but did not control nitrogen oxides and carbon dioxide, and did not have a synergistic control effect. |
