| 区域环境风险具有显著外溢性，跨界环境风险损害时有发生，区域环境风险管控的协作机制亟待探究。在系统分析了南京都市圈环境风险管控面临的新挑战的基础上，借鉴国内外环境风险管控协作机制的实践经验，从执法机制、信息共享、应急预警、环境监测以及生态补偿等方面，提出了南京都市圈建立环境风险管控协作机制的对策建议及其保障措施，为在都市圈一体化发展中实现生态环境安全水平同步提升，共建美丽都市圈提供思路。 |

| Regional environmental risks have significant spillover effect，and transboundary environmental risks always occurs. So the collaborative mechanism of regional environmental risk control needs to be explored urgently. Based on the analysis of the new challenges of environmental risk control in Nanjing metropolitan area and the experience of regional collaborative mechanism of environmental risk control at home and abroad，we then proposed， from the aspects of law enforcement mechanism, information sharing, emergency early warning, environmental monitoring, and ecological compensation，the policy suggestion and supporting measures on the establishment of collaborative mechanism of environmental risk control for Nanjing metropolitan area，which could provide ideas for the improvement of eco-environmental safety level and building a beautiful metropolitan area. |
