| 简述了江苏省“三线一单”编制工作的主要进展，取得的主要技术成果以及在加强规划衔接应用、规范开发建设活动、推动生态环境治理、严格产业园区管理等方面的实施应用情况。针对当前“三线一单”存在的法律基础薄弱、制度衔接不强、清单体系不完善等问题，提出应出台法律依据、加强制度衔接、完善清单体系的对策建议，为完善江苏省生态环境分区管控体系提供有力支撑。 |

| Abstract: |
| This paper described the main progress and main technical achievements of the preparation of “Three Lines One Permit” in Jiangsu Province, and explained the implementation including strengthening the connection and application of planning, standardizing development and construction activities, promoting ecological environment governance, stricting management of industrial parks and so on. It pointed out the problems exists in current “Three Lines One Permit” such as weak legal foundation, weak system connection, and imperfect inventory system. Targeted proposals should be made to issue legal basis, strengthen institutional linkages, and improve the inventory system to provide strong support for the improvement of the province's ecological environment zoning management and control system. |
