水质荧光指纹污染溯源技术在跨界断面污染监管中的应用

摘要:
2020年11月,在我国北方X河流上某跨界断面发生的水质异常事件中,采用水质荧光指纹污染溯源技术开展水体污染溯源工作。使用在线式水污染预警溯源仪监测到水质异常,得到初步溯源结果。依据溯源信息及跨界断面上游产业分布情况,初步锁定重点排查对象。将人工排查和在线溯源相结合,发现水质异常的主要原因和排放源。该污染溯源过程用时仅21 h,且人工排查与在线溯源的结果吻合。结果表明,“在线溯源—人工排查”是一种快速、精准的新型污染监管模式,在解决跨界断面水体污染溯源难、责任划分不清的问题中可发挥重要作用。

Abstract:
In an abnormal water quality event that occurred at a transboundary section of X river in North China in November 2020, the aqueous fluorescence fingerprint pollution source identification technique was used to perform pollution source identification for water body. The online water pollution early warning and pollution source identification instrument detected abnormal water quality and obtained the preliminary results of pollution source identification. Based on the pollution source identification results and upstream industry distribution of the transboundary section, the key investigation object was initially targeted. It can be found the main reason and discharge pollution source of abnormal water quality by combing the manual investigation and online pollution source identification. This pollution source identification process only cost 21 hours and the results between manual investigation and online pollution source identification were consistent. Results showed that the “online pollution source identification manual investigation” is a rapid, accurate, and new pollution supervision mode.It could play an important role in solving the problems of difficult pollution source identification and unclear responsibility division for water pollution in the transboundary sections.
