| 实现绿色低碳和可持续发展已经成为国际社会的普遍共识。对比分析了西班牙巴斯克自治区和江苏省近年来经济、产业、能源等方面的发展历程，在借鉴巴斯克绿色低碳发展经验的基础上，结合江苏实际，提出了加强低碳发展顶层设计、加速工业绿色低碳发展、推进碳足迹认证和应用、强化金融支持等建议，为江苏绿色低碳发展、积极应对气候变化提供参考。 |

| Abstract: |
| The realization of green， low carbon and sustainable development has become the general consensus of the international community. This paper contrasted current situations of the economy， industry and energy in Spain's Basque country with those in Jiangsu. Drawing on the low carbon development experience of Basque and considering the fact of Jiangsu， we suggest that top level design and industry pursue green and low carbon development， the certification and application of carbon footprint be promoted and financial support be strengthened， which provide references for Jiangsu to promote green and low carbon development and climate change addressing. |
