| Current Status and Countermeasures on Establishment of Environmental Quality Monitoring Management System in Shandong Province |

| Abstract: |
| From a macro strategic perspective, this paper summarized the development and achievements in environmental monitoring and quality management in recent years. The outstanding problems currently in-depth were analyzed and the principles and ideas of establishing and implementing the “the 12th five year” quality monitoring management system were described. This research also introduced the concept in the quality management level and finally proposed the countermeasures. The leadership of quality administration and organization should be strengthened; policy regulations and standard systems should be developed and implemented; quality management system ,mechanism and reasonable certification should be innovated; systematic quality control measures should be implemented; quality control means should be electronic and information should be shared; the "multifaceted" oversight functions should be strengthened; the inspection and dynamic management should also be improved and the quality of personnel training and other technical management should be enhanced. |
