| 从宏观战略角度，总结了山东省近几年来环境监测事业发展及质量管理工作取得的成绩，深入分析了当前存在的突出问题，阐述了“十二五”监测质量管理体系建设运行的原则与思路。引出质量层面管理的概念，提出了加强质量行政管理组织领导、制定和落实法规政策及标准体系、创新质量管理体系体制与机制以及合理认证、实施系统化质量控制策略、质控手段电子化与信息共享、强化“三元”监督功能、加强巡查和动态管理、提升人才培养质量等技术管理对策措施。 |

| More and more automatic monitoring facilities are used to monitor pollution source. Operation of automatic monitoring facilities has attracted much attention due to its effect on environmental management. Good operation model is the precondition and guarantee to exert role of automatic monitoring. This paper discussed the situation of operation model of automatic monitoring facilities and the related problems in China, especially how to explore the feasibility of the third managing and its characteristics, problems and countermeasures. |
